Do you need a driving licence to use a mobility scooter on the road?

Mobility scooters are categorised into two classes, but you don't need a driving licence to use either.

  1. Class 2 scooters – These are smaller and can be used on pavements, with a top speed of 4 mph. You don’t need any registration or licence to use these.
  2. Class 3 scooters – These are larger, can be used on the road, and have a maximum speed of 8 mph. While you don’t need a driving licence for these either, you are required to register the scooter with the DVLA, and it must meet certain safety requirements for road use. If you need to register

In either case, no driving test or licence is needed. However, class 3 scooters will need to be registered.

To register a Class 3 mobility scooter, follow these simple steps:

1. Obtain a V55/4 form

You need to complete a V55/4 form, which is used to register new vehicles. This form can be requested from the DVLA (Driver and Vehicle Licensing Agency) by phone or downloaded from their website.

2. Complete the form

The V55/4 form asks for details such as:

  • Your personal information
  • The scooter's make and model
  • VIN or serial number (if applicable)

3. Send the form to the DVLA

Once you’ve filled out the form, you’ll need to post it to DVLA, Swansea, SA99 1BE

4. Receive the registration certificate

Once the DVLA processes your application, they will send you a V5C registration certificate (logbook) for your mobility scooter.

Registering a Class 3 mobility scooter is free. There is no charge for the registration or for receiving the V5C certificate.

While registration of class 3 scooters is mandatory, there’s no VED to pay and insurance is not a legal requirement. Although you are under no obligation to insure your scooter, a good policy will include protection against theft, punctures and breakdown cover. The ETA charges £65 per year for a scooter worth £3,500 or less.

The ETA offers mobility scooter insurance with no hidden costs. Every policy includes theft and damage cover, personal accident up to £20,000, £2m personal liability, and breakdown cover including home rescue. We also offer new-for-old cover regardless of your scooter's age, and puncture cover up to £100.

For a scooter worth up to £3,500, the price is £65 per year, with an option to cover two people at the same address for £90 per year—a 30% saving.
